Unfortunately Avis and Budget do not have on line bookng facilites. If you do need a vehicle organised prior to your arrival , you can go to Island Car and Bike Hire who will be able to satisfy this need for you. 
Avis and Budget Rent a Car (and Polynesian Bike Hire - part of Budget ) have head offices that are located Downtown Avarua, and Budget - also has a location which is across the road from the Rarotongan Beach Resort and Spa. With all your car hire needs , be it Avis and Budget or Island Car and Bike Hire , it will be necessary for you to obtain your Cook Islands Driver license, available from the Cook Islands Police Headquarters located in Centre of Town. This is available Monday thru Friday and Saturday mornings. Make sure you bring your overseas license to make this process a little easier.
